The San Diego Regional Cyber Initiative

Recent news stories have made the threats associated with malicious attacks against individuals, corporations and governments public and has caused all of us to consider how to protect ourselves and the organizations we contribute to. San Diego is a national center of research and development activity for telecommunications and the emerging Internet of Things and stands ready to become the recognized leader of cyber security capabilities in this marketplace. EvoNexus has organized the telecom cluster, reaching out internationally to affirm our region’s position and has multiple programs designed to provide value to their members while enhancing the region’s economic development and our resident’s quality of life. Many individuals in our region have recognized the threat associated with cyber security and multiple organizations have been established which are focused on addressing these threats in a variety of ways. Come join us as EvoNexus hosts representatives from these cyber centric organizations in a panel discussing cyber security. Learn about their focus, activities and how you as an individual or representative of your organization may contribute. The organizations represented include:
The Cyber Center of Excellence (CCOE) – The CCOE promotes alignment and collaboration within San Diego’s cyber community. By capitalizing on San Diego’s unique strengths in this growing and future-oriented field, CCOE aims to accelerate the regional economy and enhance the quality of life of our residents while enhancing the security of our nation.
The Securing our eCity Foundation (SOeC) – The Mission of the SOeC is “To enable every San Diegan to live, work and play safely in the cyber world.” The Foundation has been designated as the lead for Cyber Education and Awareness in our region and has outreach to schools and organizations in the region to support the mission through events, information and mentorship.
The San Diego Regional Innovation Cluster (SDRIC) – The SDRIC is a collaboration of business, government, and academic expertise dedicated to helping small businesses in the Defense and Homeland Security marketplaces. It has compiled a list of firms in the cyber security marketplace and supports them in pursuit of funded projects as well as networking in San Diego.
The Cyber Security Institute of San Diego (CSI-SD) – The Mission of CSI-SD is to facilitate the synergistic cooperation between regional academic institutions, public sector institutions and local elements of private enterprises. It is focused on establishing the framework within which researchers, technologists, entrepreneurs, suppliers, integrators and users will address the challenges of securing the cyber domain by performing research projects on new ideas and technologies addressing issues identified by our region’s industries.

President and Co-Chairman, Cyber Center of Excellence
RADM Kenneth D. Slaght, USN (ret.) is the Co-Chair and President of the San Diego Cyber Center Of Excellence (CCOE) which is a public-private partnership established to coordinate and enhance the effectiveness and synergy of the regional cyber initiative, capitalizing on our unique strengths to accelerate the regional economy by creating opportunities for business, attracting and nurturing talent.
Previously RADM Slaght served as the Vice President and General Manager, Navy/Marine Corps Services Sector, General Dynamics Information Technology, responsible for providing IT services to the Navy and Marine Corps. Prior to that he was the Commander of the Space and Naval Warfare Systems Command. He was responsible for providing information technology and space systems for naval and joint services. Additionally, he was the chief engineer for developing, delivering and maintaining effective, capable and integrated command, control, communications, computer and intelligence systems (C4I). He was also responsible for engineering and assessing FORCEnet, the foundation of the Seapower 21 vision.
During his naval career, RADM Slaght served as Commander of the ammunition ship USS FLINT (AE 32). Other sea duty included tours as Executive Officer aboard the guided missile cruiser USS GRIDLEY (CG 21), Engineer Officer aboard the amphibious ship USS TULARE (LKA 112), Operations Officer aboard the frigate USS EDWARD MCDONNELL (FF 1043), and Combat Information Center Officer aboard the frigate USS GARCIA (FF 1040).
RADM Slaght received his commission in 1970 upon graduation from the United States Naval Academy. RADM Slaght attended the Defense Systems Management College, the Naval Post Graduate School, where he received a Masters Degree in Computer Systems Management, and the Naval Destroyer School. He currently serves on the Boards of the National Defense Industrial Association (NDIA), the San Diego Military Advisory Council (SDMAC), the San Diego State University Industry Advisory Board, and the Point Loma Nazarene Business School Advisory Board.

Executive Director, Securing Our eCity Foundation
Liz Fraumann is the Executive Director of the Securing Our eCity Foundation which whose mission is to help create a cyber-safe environment in San Diego where we can all live, work and play. The foundation is focused on cybersecurity awareness, education and preparation for business and individuals alike.
Prior to this role, Ms. Fraumann was the Director of Marketing at ESET, North America where she helped the organization more than double its market awareness in North America. Ms. Fraumann is a seasoned veteran of the high-tech industry, with a broad background in marketing and marketing communications and spans years of experience with industry giants such as NCR and IBM, as well as smaller and starts up organizations.
Fraumann has received numerous company and community awards for her expertise and efforts. She is active member in San Diego CERT.

Executive Director, San Diego Regional Innovation Cluster
Mr. Kelly is Chairman of the San Diego Regional Innovation Cluster. This cluster provides support to small innovative businesses through and is funded by the Small Business Administration (SBA). The SDRIC focuses on high tech small businesses in the San Diego region with innovative technology which can solve high priority problems in either defense or homeland security applications. Key elements of focus for this cluster are Cyber Security, Autonomous Systems, and Renewable Energy. SPAWAR is a partner in this cluster. As a part of this cluster, Mr. Kelly is co-Chair of the San Diego Cyber Security Working Group.
In addition, Mr. Kelly is Chairman of the Executive Board for the Center for Commercialization of Advanced Technologies (CCAT) in San Diego. CCAT, founded in 2001, is a nonprofit, public/private partnership which invests in companies with technologies which could benefit defense and national security. .CCAT is funded by federal agencies to operate as an innovation accelerator for high priority needs. CCAT is currently supporting both the Department of Defense. As part of this program, Mr. Kelly is on the board of CONNECT, which is part of the partnership which makes up CCAT, and focuses on providing capital to small business.

Founder and Board Member, Cyber Security Institute of San Diego
Bruce is currently consulting for Cubic Corporation while being actively engaged in the regional cyber initiative. He is a founder and board member of the Cyber Security Institute of an Diego and active with SOeC and SDRIC as well as a co-chair of the Military and Security SIGs for CommNexus and has been a mentor for EvoNexus.
Bruce D. Roberts retired from Cubic after more than 50 years experience in the Aerospace and Defense industries as the Senior Vice President of Security Programs for Cubic Corporation. He was previously the Sr. VP Technology and Advanced Development for Cubic Defense Applications (CDA). He joined the company in May 1997. Prior to the reorganization and consolidation of the defense subsidiaries to form CDA, Roberts held the position of President and Chief Executive Officer of Cubic Defense Systems, Inc. He also served as Vice President and MILES 2000 Program Director.
Before joining Cubic, Roberts was Senior Vice President and group manager with Science Applications International Corp. (SAIC). He previously held executive positions with Unisys Corp. and General Electric. He served as a Trustee for the National Defense Industry Association while at Cubic and a member of the Industrial Executive Subcommittee of the NSTAC (National Security Telecommunications Advisory Committee) while with Unisys.
Roberts is a graduate of St. Lawrence University in Canton, N.Y., where he obtained his Bachelor of Science Degree in mathematics with physics and economics minors. He obtained his Master’s Degree in Systems Engineering from the University of Florida.
A native of upstate New York, Roberts and his wife, Sandra, live in San Diego, Calif. They have three children.
