Wireless Regulatory Matters

Wireless communications continues to be one of the drivers of the country’s economy. Russell H. Fox of Mintz Levin’s communications practice and Jim Mains from EvoNexus company ShoeLace Wireless, will talk about the regulatory developments that will affect the wireless industry. In particular, they will address issues related to spectrum used by wireless carriers including:
– FCC and Congressional spectrum initiatives
– Spectrum initiatives related to Wi-Fi and other unlicensed technologies, including the potential for expansion of Wi-Fi into the remainder of the 5 GHz band
– Other spectrum trends including sharing in the 3.5 GHz and other bands, the status of the Congressionally mandated public safety broadband system, and the FCC’s rules governing net neutrality affecting wireless providers

With over 30 years in the wireless telecommunications industry, Russell is among the most experienced wireless communications attorneys in the country. Russell has extensive experience evaluating wireless telecommunications opportunities, structuring transactions involving the purchase, financing, or sale of wireless telecommunications systems, handling regulatory and legislative matters before federal and state authorities, and dealing with licensing matters before the Federal Communications Commission.
Russell has also been the president and chief operating officer of a trade association in the wireless telecommunications industry, and is directly familiar with the type of issues that companies in the wireless industry face. He has worked for wireless trade associations, such as the Wi-Fi Alliance, CTIA, NCTA, wireless carriers, and other trade associations in the private wireless (two way radio) area.

Jim is currently CEO of Shoelace Wireless, a software company focused on “turbo boosting” the mobile internet to provide increased network speed, reliability, and security. Shoelace provides a software only bonding solution that works today on any cellular and any Wi-Fi network without any OS or App modifications required. Shoelace is an EvoNexus Company a UCI Spinoff.
Jim previously held executive/management positions at SmithMicro Software, Openwave Systems, EMC Corporation, IBM, and in the Aerospace Industry. He is a seasoned business and technology executive with extensive experience in Telecom and Media industry segments.
